For any rule to be made it must have once been broken. That’s why you needed it in the first place, to regulate an out-of-proportion incidence of an occurrence back to its acceptable standard. This what the rule makers call - The Law. When things keep happening despite the presence of laws, I like to think of them as statistical impulses indicating the rule is dumb. Take tram fines for instance. How many people in big coats with sheriff badges does it take to reprimand a citizen for the non-payment of a public service valued $3.20? About 8 is the right answer. And if you complain they call the wallopers. To me this seems an indication of insecurity around the law to begin with - don’t you think? Either that - or Fascism. One way or another it keeps happening. All around the city stomachs are dropping at the sight of a 8 failed Centrelink workers with a uniform allowance. You just can’t stop a disobedient nature.
